Only 54% of  Venezuelan generation capacity was considered operational in 2014 despite recent capacity additions. As prospects of gas have improved, additional gas-fired projects have been included in this analysis. However, capacity additions are still insufficient to solve the power crisis. In September 2014 the "Green band" provision was approved to eliminate the subsidy for large consumers but almost 80% of the residential sector will remain subsidised.
