Argentina’s Gas Scheme – Round 2 secures marginal winter volumes

On 20 February, the Argentinian government launched the second round of its Gas Scheme 2020-2024 tender to contract seasonal winter volumes from 2021 to 2024. Two companies submitted winter production: Tecpetrol and Pampa Energia. Round 2 is pioneering as it provides winter price signals and tests seasonal production. At the same time, it will save costs to Argentina’s treasury by substituting gas and LNG imports. Nevertheless, seasonal winter production poses economic challenges for producers. In this report, we analyse the Gas Scheme Round 2, focusing on: • The specific commercial terms used for this second round. • The production committed by Tecpetrol and Pampa Energia, and their different commercial approach. • The expected savings for Argentina’s Treasury and implications for midstream infrastructure development. • The breakeven prices of seasonal winter production.
