Congo is revising its petroleum code, throwing uncertainty over fiscal terms, state presence and licensing policy. Corruption is endemic, exacerbating a bureaucratic regulatory system. Development risks are few, aided by political intolerance of civil unrest or labour strikes. The 2016 election is one potential flash point especially as regime change is becoming more current. Oil commercialisation risks are low but gas monetisation is a growing challenge as efforts are made to reduce flaring.
