Report summary

The business environment in DRC is very poor, hindered by poverty, corruption, bureaucracy and poor security. Risks are highest in the east where there is armed conflict, a humanitarian crisis and environmental sensitivity. Remoteness and lack of infrastructure add to challenges. The oil producing region in the west is much more benign. DRC has a fair fiscal system and fiscal stability but a mooted new petroleum code is creating uncertainty, especially as government intentions are opaque.
