Report summary

After the Jubilee discovery in 2007, Ghana has attempted to create a "model" oil sector, which would support its ailing economy. The government welcomes foreign investment, but the licensing process remains opaque and corruption continues. Development risks are relatively low, with the greatest violent threat coming from piracy in the Gulf of Guinea. Commercialisation risks for the current discoveries are low, but new exploration areas would face infrastructural challenges.
