Foreign oil companies face a difficult operating environment in Iraq. Tough fiscal terms, regulatory uncertainty and payment delays stand out as the most salient risks. A material change to this status quo is unlikely over the next five years. Crucially, strong state participation will remain a defining characteristic of the Iraqi oil sector while a cumbersome and inefficient bureaucracy will still negatively impact most aspects of upstream and downstream projects in the country.
