Report summary

Despite only discovering oil in 2012, Kenya is pushing ahead with development and aiming to start production in 2020. The government has shown flexibility while working with the sector to draft new legislation. Access risks are relatively low, and commercialisation risks will dramatically reduce once the planned export pipeline has been completed. Inter-ethnic conflict and the growth in domestic terrorism are driving up security risks in the oil-producing are and the capital, respectively.
