Despite a long history of IOC involvement, operators in Nigeria face numerous risks in access and development. Cumbersome bureaucracy can mean permitting delays of over a year, and certain fields are only open to indigenous firms. Development risks are high due to security threats, including community and environmental protests, growing levels of oil theft, and the threat of militancy.
