Report summarySomalia's central government does not exercise full control, presenting massive challenges. Two regional administrations in the northern areas have both issued their own exploration licences. Additionally, much of the acreage was previously licensed and placed under force majeure in 1991 – the status of these contracts is unclear. Security also presents a severe risk both onshore, from Islamic fundamentalists, and offshore, from piracy. There is no sector specific infrastructure in-country.
