South Africa's oil industry has been cast under regulatory uncertainty due to revisions to regulations that affect both the mining and hydrocarbons industries. New investments have halted pending the law's approval. Labour activism is high in all industries as is environmental activism, which has halted onshore shale developments since 2011. Facing the uncertainty, the nascent hydrocarbons industry will be waiting on the side lines until regulations are approved.
