The EU ETS Market Stability Reserve (MSR) will start operating in January 2019. But, with market participants hedging their exposure to carbon in the forward market, the expectation of change is already affecting allowance prices. Carbon prices have risen from an average of €6/tCO2 between 2013 and 2017 to currently trade at close to €16/tCO2. Higher emissions costs could play an important role in pricing dynamics across Europe's power sector, influencing the contributions of gas and coal-fired generators.
