Report summary

The risk of carbon regulation in the United States has continued to ebb and flow following a period in the mid-to-late-2000s when a flurry of Congressional bills were proposed, none of which were adopted.  While the US Environmental Protection Agency (EPA) is moving forward with the Clean Power Plan (CPP) to regulate existing power plants under the Clean Air Act (CAA), this sensitivity explores fuel and power fundamentals absent our assumed Base Case carbon pricing.
