Governor Brown signed legislation raising Oregon’s RPS to 50% in 2040 and halting coal energy by 2035. This level of renewables increases local competition with Pacific Northwest hydro to the detriment of valuations. Maintaining reliability requires an overhaul of the capability mix to flexibly absorb excess clean energy and ensure sufficient electricity to serve real time loads.
