High electricity prices have not been enough to incentivise power capacity build in the Philippines. Mindanao is going through a power crisis at the moment while Luzon has so far averted major brownouts and blackouts through demand-side management measures. Furthermore, several coal projects that have been approved by the government are now under construction. If all of these projects are delivered on time, Mindanao and Luzon will become surplus markets by 2016 and 2018 respectively.
