Even before the Covid-19 pandemic, Argentina's refining sector was struggling with a utilisation rate below historical levels due to an ongoing economic recession. However, Argentina’s refining sector weathered the demand shock at higher utilization rates than expected. As oil demand in Argentina fell 14% in 2020 amid mobility restrictions to contain the virus, refinery utilization rates fell only 8% to 71%, equating to 418,000 b/d of national crude intake for the 606,000 b/d of the country’s CDU capacity.
