With no oil refining capacity, Estonia relies entirely on imports from Finland and Lithuania to satisfy domestic demand for oil products. Estonia has a large marine bunker fuel market and is an established transit route for Russian oil product exports from the port of Tallinn. The Estonian state has made much progress in recent years to monitor and address the historic prevalence of fuels that do not comply with minimum quality specifications in Estonia. In 2015 Estonian fuels marketer, Olerex, acquired LUKOIL's retail network of 37 sites, boosting its retail market share to over 30%. The Estonian market is now more concentrated as a result, with the top four players collectively accounting for 90% of the market in volume terms.
