Oil demand in Finland has been in decline for some time and the long-term outlook for the major oil products - including gasoline and diesel/gasoil - remains negative. National oil company Neste is the only refiner in Finland, with two plants located at Porvoo and Naantali, and therefore dominates the inland wholesale market, effectively setting the ex-refinery product prices at both locations to establish the cost of oil for inland marketers. In response to the structural decline in transport fuel volumes, Finland's overall retail network has gradually reduced in size over the past decade, although the proportion of automated service stations has been increasing consistently.
