Luxembourg is a small land-locked market with oil product demand comprising mainly road transport fuels. With no refining capacity of its own, demand is exclusively met by imports, mostly from Belgium and other neighbouring countries. A high proportion of Luxembourg's oil demand is generated by so-called tank tourism, whereby drivers from outside its borders take advantage of the country's lower fuel tax regime.
