There are no refineries in Montenegro and the entire oil demand is covered by imports, which are fully liberalised, although the bulk of the storage capacity is controlled by Hellenic Petroleum subsidiary EKO (Jugopetrol AD Kotor), which is the dominant player both in the retail and commercial segments. The involvement of foreign companies is limited to retail activities, with LUKOIL, MOL/INA and Petrol present through a handful of service stations.
