Four consortia including Repsol, Shell, Statoil, Dragon Oil and Enel have secured exploration licences in the latest Algerian bid round. The presence of Shell and Statoil will be a boost which will bring in valuable expertise, but the majority of the available blocks received no bids. Investors continue to view Algeria as a difficult place to do business and much still needs to be done by the government to change this perception.
