CNOOC has offered 18 blocks in the 2016 China offshore licensing round. To encourage interest at a time of global exploration cuts, CNOOC has introduced 'flexible' terms for HPHT and deepwater blocks. It is also now allowing financial institutions or consortiums to bid as non-operators.
