On February 26th, Wood Mackenzie analysts, Pablo Medina and RoseAnne Franco, presented on the Mexican Energy Reform in New York. In Mexico, the tide is turning from resource nationalism to resource maximization. We anticipate a proposal regarding Round Zero by late March, whereby Pemex will decide what assets to sell. Secondary legislation on upstream, transmission, and local content could be presented within the next few days.
