The SAF market has made bio naphtha available at scale, but whether petrochemical producers secure access to it will be decided by regulation, not economics. Under PPWR Article 8, the European Commission must rule on bio-based packaging by 12 February 2028. Likely mandates for bio-PE and bio-PP would shift compliance value into polymers, triggering real demand between 2030 and 2033. Europe will absorb most bio naphtha, while Latin America and Asia emerge as the key producers. Bio-PE is on track to surpass 5 Mt by 2050 via dedicated Alcohol-to-Ethylene routes, while bio-PP peaks near 1.2 Mt. Biogenic tail-gas carries ETS exemption status worth $7 to $14 million per cracker. Conviction remains low until the 2028 ruling lands, but those who build optionality now will be best placed to act when the market inflects.
