Report summary
On February 9th, 2016 the Supreme court issued a stay on the implementation of the U.S. Environmental Protection Agency's (EPA's) Clean Power Plan (CPP). The CPP required a wide range of actions by states to achieve CO2 emissions reductions from the electricity sector. A coalition of 29 states and several industry groups have challenged the rule and requested a stay on implementation citing irreparable harm would be incurred before legal challenges could work their way through the legal system.
