Electrabel accounts for almost 70% of generation and the second largest utility is Société Cooperative de Production d Eléctricité (SPE) which holds around 12% of generation capacity nationwide. The Residential/Commercial sector will be the largest demand driver over the forecast; industry will contract due to a shift from heavy industry into services and energy efficiency measures. Belgium has historically been a net importer of power from France the Netherlands and Luxembourg
