The European Commission is considering extending RFNBO monthly matching to 2035, a move widely promoted as a way to improve green hydrogen project economics. Using real market data from Spain and Germany, Wood Mackenzie finds the benefit is tangible but limited. Extending monthly matching lowers LCOH by 3.3% in Spain and 4.7% in Germany, mainly by increasing hydrogen production from the same renewable portfolio. The change also provides greater sourcing flexibility, reduces development complexity and lowers execution risk. However, it does not materially improve competitiveness against grey hydrogen, nor does it address broader challenges such as weak demand, high costs, infrastructure constraints and policy uncertainty. The proposed relaxation is a meaningful positive for developers, but not the investment catalyst it is often portrayed to be.
