Report summary
On June 2, 2014 the United States Environmental Protection Agency released its long-anticipated carbon regulation proposal for existing power plants. As proposed, the Clean Power Plan would set state-by-state carbon emission rate targets between 2020 and 2030. While the final rule is expected by mid-summer, it will face strenuous legal challenges. In this sensitivity, we examine North American gas, power, and coal market fundamentals in the absence of our Base Case carbon pricing assumption.
