On June 2, the Environmental Protection Agency (EPA) released their proposed Clean Power Plan which, when finalized, would regulate carbon dioxide emissions from existing power plants beginning in 2020.  Under two proposed options, states would be required to meet EPA-defined pounds per megawatt-hour emission rates by 2025 or 2030.  Many details remain unknown as EPA is seeking public input before finalizing the rule in June 2015.
