On November 8, a US Federal Judge in Montana invalidated Keystone XL's Presidential Permit, which allowed the line to cross the Canadian/US border. The order pointed to an inadequate evaluation on potential environmental risks as well as questioned its current commercial value given the lower oil price environment (compared to the initial analysis in 2014). The State Department's 2014 review was submitted to the Obama Administration for a final determination on national interest, which was ultimately rejected. Right after taking office, President Trump reversed the decision, and granted Keystone XL the cross-border permit. In his recent ruling, Judge Brian Morris stated that the Trump Administration erred in effectively reversing the State Department's views on climate change without "reasoned explanation."
