The threat of refinery closures will emerge from a combination of two factors: decline in transport fuel demand and implementation of a carbon tax on refinery emissions. Refiners will have to start measuring, monitoring and reducing carbon emissions and find cost-effective ways to reduce their carbon footprint as part of understanding their competitive position. No one-size-fits-all solution exists, so every refiner must review their options and work out their own strategy. This transition could open doors to many new opportunities, as refiners will be suppliers of low-carbon fuels to the hard to decarbonise sectors.
