The 11th hour deal to continue operations at the Milford Haven refinery in Wales, UK, has fallen through. Murphy Oil Company (Murco) have reported that Klesch has withdrawn its offer and intends to convert the site to a storage and distribution terminal. Wood Mackenzie has consistently identified Milford Haven as an "at-risk" site.
