On 29 August, it was confirmed that President Buhari withheld assent from the Petroleum Industry Governance Bill (PIGB). Since the National Assembly passed a harmonised version of the PIGB in March, all that remained was for the president to sign it into law. After receiving it in early July, he indicated on 29 July that he would not sign it, although his liaison to the National Assembly only confirmed this a month later. We explain what this means for the reform process and investors.
