The Pointe Noire Grand Fond (PNGF) licence was a large block offshore Congo awarded to Elf in the 1960s. Tchendo was the first discovery made on the southern part of the acreage, known as Secteur Sud, in 1979. Three production licences - Tchendo, Tchibouela and Tchibeli-Litanzi - were carved out to develop the discoveries made on the block. First oil was produced from Tchibouela in 1987.
