2013 was marked by further expansion of the state companies' influence, significant changes in Russia's fiscal and regulatory systems, the government's further pivot to China and a shift of IOCs involvement from onshore conventional developments to high-risk and high-cost projects, such as Arctic, LNG and tight oil. In 2013, some of the key Russian projects showed considerable progress including Prirazlomnoye, Kirinskoye and Yamal LNG.
