On 4 March 2026, the European Commission published the Industrial Accelerator Act (IAA) which aims to strengthen EU industry while accelerating decarbonisation across strategic sectors. Regarding hydrogen, the Act marks the Commission's most direct intervention yet into electrolyser supply chains amid the growing prominence of Chinese electrolysers in the project landscape. It also creates the first policy-driven demand signal for low-carbon steel, mandating that 25% of steel used in public procurement must be low-carbon from 2029, potentially driving demand for H2-based steel production. But multiple caveats and widespread implementation uncertainties muddy the water and obscure the true impactfulness of the Act.
