Mexico's National Hydrocarbon Commission (CNH) finally introduced the preliminary terms and criteria for the first part of Round One on 11 December. The acute decline in oil price appears to have prompted a setback in the tender's schedule with the government reconsidering its offerings and timeline. At the same time, the CNH has indicated its receptiveness to industry feedback on its terms and has signalled its flexibility as it rolls out the subsequent stages of its inaugural tender.
