Report summary
For years, the Western Canada Sedimentary Basin (WCSB) crude value chain has been plagued by periodic egress constraints. Supply gains without corresponding pipeline capacity expansions restricted Canadian barrels from freely reaching end markets. Severe bottlenecks caused price differential blowouts, inventory stockpiling, and surges in crude-by-rail. While regulatory and other hurdles have halted pipeline builds such as Keystone XL, Northern Gateway, and Energy East, a major project is finally nearing the finish line.
