The European Commission has long cited the EU ETS as an essential element of its environmental legislation and central to the achievement of long-term climate targets. On 16th April 2013, the European Parliament voted to block a Commission proposal to proceed with negotiations on the backloading of emissions allowances in Phase 3 (2013 to 2020) of the ETS.
