PSVM is an ultra-deepwater development in the northern part of Block 31 in Angola's Lower Congo Basin, around 175 kilometres offshore. A hotly contested acreage, Block 31 was awarded to BP in 1999. At the time, the signature bonus of US$330 million (nominal) was among the highest paid, globally, for an exploration licence. Nineteen discoveries have been made on the block.
