Halk el Menzel is a small oil field located offshore Tunisia in the Gulf of Hammamet. Elf discovered the field in 1977 but it was considered uneconomic at the time. TOPIC, a small Tunisian operator, took over the licence in 2006, and sanctioned the development in 2013.The project was sanctioned in 2013 but was marred by delays.
