Pemex has awarded three blocks in its Chicontepec licensing round to Halliburton, Baker Hughes and Grupo Diavaz. The service companies' strategy seems to be to offer low per barrel fees to access the acreage, and then make their margin on providing the equipment and services. No bids were received from any of the major oil & gas companies, despite initial signs of interest, suggesting further energy reform is required.
