Construction began in January 2017 following financial close in early December 2016. This is the first LNG import project in the Middle East to be a Public-Private Partnership. The terminal sits in the northeast of Khalifa Bin Salman Port at Hidd Area. The Bahrain Spirit FSU arrived with cargo in July 2019. Construction and commissioning finished in January 2020, but commercial operations were delayed until May 2025 due to incomplete pipeline infrastructure and competitive domestic gas supply. The FSU was redeployed on the short-term LNG shipping market during the five-year operational hiatus.
