On 24 April 2019, Japan’s Nuclear Regulation Authority (NRA) denied a request to extend deadlines for utilities to implement antiterrorism measures. Kyushu, Kansai and Shikoku Electric had appealed for a second extension of 1 to 3 years as all nine of Japan’s operational reactors are unlikely to have the necessary facilities completed on time. As a result of the NRA’s tough stance, all plants could be at risk of closure from March 2020, creating potential opportunity for coal and LNG upside in short-term. Just as nuclear restarts were starting to gain momentum, the NRA decision has shown how risked Japan's nuclear outlook still is and that we’re not out of the woods quite yet.
