In 2011 Formosa began construction of their Ha Tinh integrated steel plant. It will eventually produce more than 5Mtpa of crude steel and could expand to 10Mtpa. Commissioning was severely delayed and did not occur until 2017. Problems included the release of untreated waste water that killed millions of fish. The plant was fined US$500M and needed to install dry coke quenching before steelmaking resumed.
