This Insight highlights the US State Department's recently released Final Environmental Impact Statement. The FEIS concludes Keystone XL would not have a significant environmental impact and the project would be preferable to the alternatives. The market conclusions are consistent with expert testimony Wood Mackenzie delivered to the National Energy Board in Canada during the Enbridge Northern Gateway hearings. We continue to assume Keystone XL is operational by 2018 in our reference case.
