On 25 April the National Development and Reform Commission announced China's national strategy to transform energy production and consumption through to 2030. While some of this strategy overlaps with already announced goals within the 13th Five Year Plan, the strategy announces new objectives to control the pace of energy demand growth, boost clean energy, and encourage fuel switching. We believe these ongoing and emerging trends have the potential to dramatically change the outlook for China's energy market. But as we have been stressed in our previous reports, it is not enough to have a visionary blueprint; concrete supporting policies and strict enforcement are needed to make a real difference.
