Mexico has introduced new laws governing the energy sector, ending years of regulatory uncertainty. These laws strengthen state control over the sector, partially reversing the 2013 reforms that liberalized the market. Regarding power, the new framework requires the State to supply at least 54% of the electricity on the grid through Comisión Federal de Electricidad (CFE). Still, private actors can participate through distributed generation, self-consumption, long-term contracts with CFE, public-private partnerships, and independent power generation in the Wholesale Electricity Market. This insight focuses on how the updated small-scale generation schemes can accelerate solar PV adoption, particularly by commercial and industrial (C&I) users.
