The Balkans solar PV market outlook 2025 report examines the key solar market drivers, investment opportunities and barriers for large-scale development and distributed solar PV in the following markets in the Balkan region: Croatia, Slovenia, Serbia, North Macedonia, Bosnia and Herzegovina, Montenegro and Albania. We forecast these markets will see 25 GWdc in total solar PV additions in the next ten years. Cumulative solar volumes in the Balkans are expected to grow by sixfold from year-end 2024 to 2034. Croatia will lead in solar PV deployment in the next 10 years, accounting for 25% of regional installations. Serbia and Slovenia will follow, installing 3 GWdc each. Distributed solar will comprise 80% of Croatia’s and Slovenia’s forecast, fuelled by capex subsidies, EU Modernisation Fund financing and EPBD rooftop mandates in the late 2020s. Distributed solar makes up 50% of our ten-year solar installation forecast in the Balkans.
