China officially announced the power sector 13th Five-Year Plan in early November. This critical document lays out key targets for the next five years to set China's fuel mix on a cleaner, low-carbon and more flexible path of growth. The plan also aims to better coordinate capacity build and grid infrastructure development, map out China’s power market liberalisation and to address nagging problems of coal-fired overcapacity and curtailments to renewable generation. However, it is one thing to have a solid blueprint for reform, it is another to turn it into reality.
