Report summary
The 73rd session of the IMO Marine Environment Protection Committee (MEPC) was held in London last week. On the agenda was the implementation of the low sulphur bunker fuel regulations, which are due to come into force from January 2020. Specifically up for discussion was the implementation of a ban on the carriage of non-compliant fuel oil for on-board combustion, unless the ship has an exhaust gas cleaning system, from March 2020. The measure was adopted, providing port states with greater means to enforce the low sulphur fuels regulation. In this inform we explain our assumptions on compliance levels in 2020 and beyond, highlight the ongoing discussions around implementation and summarise the impact on marine fuel demand in 2020.
